Stephen Harrington serves as Director of Program Operations at TEDCO, where he reports to the President and serves as a strategic advisor and operational partner on organizational priorities. In this role, Stephen coordinates activities across Federal Engagements, Strategic Partnerships, Human Resources, Venture Development, Marketing & Communications, Finance & Technology, and Ecosystem Engagement — ensuring alignment, accountability, and follow-through on TEDCO's highest-priority initiatives. He advances TEDCO's mission of fostering innovation, entrepreneurship, and technology commercialization throughout Maryland.
Stephen brings 15 years of experience in economic development, innovation policy, and public-private partnership building to this work. Prior to joining TEDCO, he served as Division Director, Head of Government Affairs at the Comptroller of Maryland, where he directed the agency's legislative strategy through Maryland's 2025 fiscal session — achieving a 100% passage rate on all agency priority bills while safeguarding the agency's operations against more than 400 pieces of legislation. He previously served as Vice President of Outreach Strategy at JPMorgan Chase & Co., where he helped shape the federal SAVE income-driven repayment program and unified the firm's advocacy, philanthropy, and research functions across three major markets.
Stephen's career also includes leadership roles at Rocket Companies, the Greater Washington Partnership, the National Governors Association, and Pew Charitable Trusts, where he built cross-sector coalitions, managed multimillion-dollar grant portfolios, and advanced housing and economic development policy across numerous states. His work has consistently centered on translating complex policy priorities into actionable strategies and aligning diverse stakeholders — government leaders, business executives, and community partners — around shared goals.
Stephen holds a Master of Public Policy with distinction in Urban Economics from Brown University's Watson Institute and a Bachelor of Arts in English Language and Literature from Morehouse College. He lives in South Laurel, Maryland.
