The Rural and Underserved Business Recovery from Impact of COVID-19 (RUBRIC) program is an economic relief initiative to benefit socially and economically disadvantaged and rural early-stage technology-based businesses hit hardest by the COVID-19 pandemic. This program is supported by $5M recently allocated from the Governor

The funds are administered by TEDCO to early-stage companies that are impacted by the current crisis and are in need of bridge funding to survive and prosper as the downturn and COVID-19 crisis subsides. The funding is focused on companies that have the highest barriers to traditional financing but are still expected to scale to the next phase of fundraising.  

The RUBRIC Program awards will be made in the form of a grant up to $100,000.

Sukari Brown
Manager, Rural and Underrepresented Business Recovery from Impact of COVID-19 (RUBRIC) Program 

Sukari is the manager for the Rural and Underrepresented Business Recovery from Impact of COVID-19 (RUBRIC) Program. Sukari started her career as an engineer at Clark Construction in Bethesda, Maryland, then pivoted into Infrastructure and Capital Projects consulting within Deloitte’s Government & Public Services Advisory offering. While at Deloitte, Sukari specialized in delivering solutions to solve some of the most complex infrastructure, operations, disaster recovery, and maintenance problems in Washington, D.C., Virginia, and Puerto Rico.

In addition to serving as the manager for TEDCO's RUBRIC program, Sukari is also an Associate on the Investment team at Camden Partners. At Camden, Sukari supports growth capital investments in software, technology-enabled services, and business services companies by screening potential investments and managing diligence activities.    

In 2018, StartingBloc selected Sukari to join a community of 2,900 change agents worldwide as a Social Innovation Fellow. In 2019, Sukari was named one of HBCU VC's 31 Under 31, which highlighted rising talent at Venture Capital and Growth Equity firms around the country. She was also selected as a member of the inaugural class of the Robert Toigo Foundation's RISE program for rising leaders in Private Equity. Sukari is the co-founder of the Black Women in Investing Network (BWIN) and serves on the board of Baltimore-based non-profit, Building Our Nation’s Daughters (BOND).

Sukari completed the Yale School of Management Emerging Leaders Seminar (ELS) in Entrepreneurship & Innovation and earned a B.S. in Civil Engineering from New York University.
