TEDCO Leaders Named Among Washingtonian’s 2026 Tech Titans

Troy LeMaile-Stovall, Tammi Thomas and Jack Miner recognized for their impact on Maryland’s technology and entrepreneurial ecosystem.

Columbia, Md., (September 24, 2026) — TEDCO, Maryland’s economic engine for technology companies, announced that three of its executives have been named to the Washingtonian’s 2026 Tech Titans list. The honorees are Troy LeMaile-Stovall CEO; Tammi Thomas, president; and Jack Miner, chief investment officer. This annual list recognizes entrepreneurs, venture capitalists, government officials, artificial intelligence experts and other influential leaders driving the Washington region’s technology community. 

The 2026 list includes 250 honorees across seven categories. LeMaile-Stovall, Thomas and Miner were recognized in the “Money Folks” category, which highlights investors and other leaders supporting the region’s technology economy.

“Being named alongside Tammi and Jack reflects the collaborative leadership that drives TEDCO’s work,” said LeMaile-Stovall. “This recognition belongs to the entire TEDCO team and the entrepreneurs, partners and stakeholders working with us to strengthen Maryland’s technology ecosystem. Together, we are expanding access to resources and creating opportunities for innovative companies to grow.”

As TEDCO’s CEO, LeMaile-Stovall leads the mission to support economic empowerment by cultivating a diverse and inclusive entrepreneurial innovation ecosystem. His expertise is continually recognized by industry peers and includes leadership in investment management, telecommunications, information technology, management consulting and higher education.

As TEDCO’s president, Thomas supports the organizational strategy and efforts to increase the visibility, reach and impact of its resources. Her leadership and commitment to professional mentorship have also been recognized by The Daily Record, where she has been named a 2026 Maryland's Top 100 Women honorees and a 2026 Influential Marylander. 

“Early-stage companies need access to capital, knowledgeable partners and a strong support network,” said Miner. “This recognition reinforces the value of TEDCO’s investment strategy and the work our team does to identify promising Maryland companies. I look forward to continuing our efforts to support entrepreneurs while seeking responsible returns and long-term economic impact for the state.”

As the chief investment officer, Miner oversees TEDCO’s diligence and investment processes and leads its Social Impact , Seed and Venture Funds. He also guides TEDCO’s investment teams and portfolio-development activities while ensuring compliance with the organization’s investment policies and guidelines. 

The Washingtonian noted that TEDCO has become a hub of technological innovation in Maryland through investments in early-stage companies and business assistance for entrepreneurs. The publication also highlighted the $2.7 billion economic activity generated by TEDCO’s portfolio companies in 2023, a number that has since been updated to reflect the $9.9 billion in economic activity through fiscal year 2025.
