Sam Shoge

In his role as an RBII mentor, Sam Shoge's areas of focus include the small technology companies that support the agricultural technology, aqua technology, and food security industries in rural Maryland, with a goal to identify and provide resources to entrepreneurs that qualify for TEDCO programs.

Sam is an entrepreneur and business advocate whose career has centered on advancing small businesses, fostering local entrepreneurship, and driving economic development throughout rural Maryland. With deep roots on the Eastern Shore, Sam brings a practical and community-driven approach to supporting businesses at every stage of growth—from early startup to expansion and scale.

As Economic Development Coordinator for Talbot County, Sam worked hands-on with entrepreneurs and small business owners to navigate relocation, permitting, and funding challenges. His ability to connect business owners with resources, capital, and government support laid the foundation for his work as a trusted advisor in the region.

That foundation was strengthened during his tenure as Executive Director of the Kent County Chamber of Commerce, where he led the organization through the height of the COVID-19 pandemic. Under his leadership, the Chamber became a vital resource for local businesses—offering real-time guidance, launching new recognition programs for entrepreneurs, and overhauling the Chamber’s brand to reflect a modern, business-friendly identity.

Sam’s entrepreneurial spirit also extends to his own ventures. He founded Shore Studios, a drone-based creative agency, building a diverse client base across real estate, construction, and higher education before successfully exiting the business. Today, he is a Co-Founder and Partner at Rivers & Roads, a consulting firm designed to help mission-oriented organizations and communities bring transformative business and economic development projects to life.

His commitment to entrepreneurship is matched by his civic engagement. Sam served on the Chestertown Town Council, where he championed small business engagement, infrastructure improvements, and digital modernization efforts. He continues to serve on several nonprofit boards and local commissions, advocating for stronger economic opportunities and inclusive business growth across the region.
