The TEDCO Federal Programs department is dedicated to bridging the gap between federal laboratories and Maryland’s entrepreneurial ecosystem. Its mission is to accelerate the commercialization of federally developed technologies by connecting in-state small businesses with critical resources, expertise, and funding opportunities.
Through a comprehensive suite of programs, Federal Programs supports companies across the innovation lifecycle. These offerings include research and development (R&D) training, matching funds to advance federal awards, and access to legal, accounting, and financial advisory services. In addition, the department facilitates collaboration with federal laboratories, enabling businesses to leverage cutting-edge technologies and accelerate the path from discovery to market.
With more than 70 Federal laboratories located within Maryland’s borders, there is an excellent opportunity for collaboration and growth. TEDCO works with Federal labs to support technology transfer efforts while simultaneously connecting the equipment and facilities to Maryland entrepreneurs with technology-based companies.
Through formal agreements, TEDCO supports the cross-sector collaboration to help lead innovation to market.

SBIR/STTR Matching Funds
The TEDCO Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) Matching Funds Program is a competitive program established to further strengthen the power of SBIR/STTR awards.
SBIR Technical and Business Assistance (TABA)
TABA is a program that allows federal agencies to provide funding to SBIR/STTR Phase I and Phase II awardees to enhance their project’s commercialization potential.
SBIR/STTR Technical Assistance
The program is divided into several workshops that offer an overview of federal SBIR/STTR programs, along with in-depth sessions on agency-specific processes and proposal writing.
DefTech
Supporting businesses by leveraging cutting-edge technology, facilities, equipment, and expertise found in the Maryland Department of Defense Labs.
BRIDGE
TEDCO’s BRIDGE Program was created to provide legal, accounting and financial advisory services to Socially and Economically Disadvantaged Individuals (SEDI)-owned businesses and Very Small Businesses (VSBs).
