Park will support strategy and execution of TEDCO investment activities
COLUMBIA, Md., (July 8, 2025) — TEDCO, Maryland’s economic engine for technology companies, is pleased to announce the promotion of Jean-Luc Park to deputy chief investment officer and senior director, Social Impact Funds. In this role Park will be responsible for leading strategy and execution of investment activities focused on generating financial returns and uplifting Maryland’s economic development.
“Jean-Luc’s commitment to TEDCO and the Maryland ecosystem knows no bounds,” said TEDCO CEO, Troy LeMaile-Stovall. “Since he began with TEDCO four years ago, the Social Impact Funds have continued efforts to create new pathways for entrepreneurial success in Maryland. With his perspectives and guidance, the funds have continued to expand, allowing TEDCO to reach more founders and, ultimately, support the growth of Maryland’s economic development.”
Park has over two decades of experience in venture capital and private equity. He was a founding partner of Ferrum Capital, an EB-5 regional center channeling capital into real estate projects designed to drive job creation. He has advised the International Finance Corporation, part of the World Bank Group, where he evaluated the impact of IFC’s global private equity investments on employment outcomes. Earlier in his career, he served as a consultant to the board of Calvert Social Funds, managing over $50 million in private equity and venture investments across approximately 30 funds and 30 direct deals through its Special Equities Program.

Park began his investment career in 1999 with Draper Triangle Ventures and Lycos Ventures in Pittsburgh, eventually arriving at TEDCO in 2021 as the senior director of the Social Impact Funds. Over the years, he built deep experience across market cycles. Park investment approach blends institutional rigor with a hands-on understanding of startup operations and capital formation.
“I am honored to step into the new role of deputy chief investment officer,” said Park. “Through this role, I am excited to continue supporting TEDCO as we build a more inclusive, diverse and merit-based ecosystem across Maryland.”
He holds three degrees from Carnegie Mellon University: a bachelor’s degree in mathematics, computer science and industrial management, a bachelor’s degree in economics and an MBA from the Tepper School of Business.
